Sins graphical engine update

One of the changes to Sins of a Solar Empire: Rebellion is a significant update of the graphics system. This is done so that Sins of a Solar Empire: Rebellion remains state of the art visually.

I enjoyed their group in DS9 and I think a terrorist group/freedom fighters always live on at least in spirit. Voyager pussed up their members.

Personally, I have a hard time choosing sides. Go Breen!
