Game out of range

I accidently changed my resolution to a 1024x768 with 43 refresh rate and my moniter couldn't support that and I now get Out of Range on my moniter whenever I tried to play. Is there a way to change the moniter resolution outside of the game? I tried reinstalling it and it didn't work.

Ok I edited with a backup, but I get this error now
